Lead comparison tables with Storm; drop redundant Kotlin-only bullet#140

- Reorder the "Storm vs Exposed" and "Storm vs Ktorm" tables so the Storm column comes first, consistent with every other comparison table. - Remove "You're building a Kotlin-only project" from the "When to Choose Exposed" and "When to Choose Ktorm" lists; the section intro already states these frameworks are Kotlin-only, so it was redundant. Scope: docs/ (Next) and the current version-1.11.5 snapshot only.
