fix(runtime): use upstream WHATWG URL parser

• Replace the handwritten WHATWG URL parser with pinned whatwg-url@15.1.0 while retaining agentOS Blob URL integration.
• Add Node conformance coverage for opaque data: and mailto: URLs reported in Fix loading images in opencode by handling data:png in URL construction #1845, plus malformed UTF-8 search parameters.
